Creating four residential lots from one property in Cleveland required the subdivision layout, vehicle access and infrastructure to work together. Drainage, retaining walls and existing underground services were central to demonstrating how the land could accommodate the proposed development.
Doyen managed the combined application for a one-into-four residential subdivision and associated operational works. Our role brought together the planning assessment, survey layout, civil engineering and traffic advice, including the easements needed for shared access, services and infrastructure maintenance.

A key consideration was the shared accessway serving the new lots. The proposal sought an alternative to the planning scheme’s standard rear-lot accessway width. Supported by specialist traffic advice, the application addressed vehicle turning movements, visibility, the length of the accessway and the low number of expected vehicle movements to justify the proposed arrangement.
During assessment, Council requested further information about retaining-wall appearance, stormwater drainage, sewer infrastructure and the driveway connection to the street. Doyen coordinated the response with the project consultants, combining revised drawings with planning and engineering explanations.
The design changes reduced the height of a street-facing retaining wall and introduced a textured finish to soften its appearance. Revised drainage arrangements removed an unnecessary connection across the verge and improved pipe cover. Investigations into existing underground services informed the sewer design, while the driveway connection was refined around existing street infrastructure. These changes addressed how the subdivision would function as well as how it would present to the street.
Redland City Council approved the combined subdivision and operational works application in September 2026, subject to conditions. The outcome reflects the importance of considering access, drainage and servicing alongside lot sizes when assessing the potential of a residential subdivision.
With approval secured, Doyen is now assisting the client to tender the construction works and obtain pricing from reliable contractors to firm up the project delivery costs. This continues our involvement beyond the planning assessment as the client prepares for the next stage.
