Doyen secured approval for an additional 44,000-litre liquid nitrogen storage vessel at Coregas CryoServe’s Beenleigh facility, increasing the proposed total storage capacity from 15,000 to 59,000 litres.
Although the physical expansion was relatively modest, it raised a significant planning issue. The quantity of stored material placed the proposal within the High Impact Industry classification, a use not ordinarily supported by the site’s Mixed Use zoning.
Our planning assessment examined the actual operation of the business, the surrounding industrial context and the availability of suitably zoned alternatives. We set out why the proposed storage and distribution activity could be supported at the existing site, including the limited physical changes and the expected emissions being comparable to a lower-impact industrial use.
Doyen also coordinated specialist environmental advice to clarify whether the proposed storage activity required a separate environmental authority, alongside traffic engineering input addressing parking, queuing and tanker movements.
The existing buildings constrained the space available for large delivery vehicles to turn. The traffic assessment demonstrated how articulated tankers could reverse into the site and depart in forward gear, taking account of the low-speed cul-de-sac location. Council accepted this arrangement in its assessment.
Logan City Council approved the development in March 2024. Its reasons recognised the limited availability of suitably zoned land and the nature of the proposed operation.
The outcome gave Coregas approval to expand storage at its existing premises, supported by a planning case that addressed both the zoning conflict and the practical requirements of the business.
