At Arrol Street in Camp Hill, creating two new homes from one residential lot required more than a suitable subdivision layout. The land fell away from the street, making stormwater drainage a central issue for both the subdivision and the dwelling designs.

Doyen managed the combined application for a one-into-two subdivision and two small-lot homes. Our planning assessment addressed the slope, proposed earthworks, building scale and front carport setbacks, considering how the homes could fit the site without unnecessarily increasing impacts on adjoining properties.

During assessment, Council requested further evidence of a lawful stormwater discharge point. A drainage route through land to the rear was unavailable, while filling the whole site to drain towards the street would have required substantial earthworks and high retaining walls.

Doyen worked with the design team and Built Environment Collective to progress a coordinated response. The engineers developed an alternative arrangement using limited filling around the front carports and gravity drainage for roofwater to Arrol Street. Doyen’s planning case addressed the forward carport positions and the homes’ relationship with the street and neighbouring properties.

Together, the planning and engineering material demonstrated how the proposed subdivision could be serviced without relying on access through the rear property or raising the entire building site. The engineering assessment also identified a reduction in runoff passing over the rear boundary compared with the existing situation.

Brisbane City Council approved the subdivision and two dwelling applications on 14 April 2020, with the nominated stormwater drawings included in the approval package. Arrol demonstrates why the subdivision layout, home design and drainage strategy need to be resolved together when assessing the development potential of a sloping site.
